Any limousine (Hummer, Excursion etc,) can be registered through vosa to carry more than 8, but to carry them passengers legally the limo would need to meet other safety regulations.. such as a specific head height, fire exit regulations, and then also be able to carry the quantity of people on the axle weight of the vehicle......which they don't.
